Key Points
- Company qualifications, product description, label images, and existing reports are the four core categories of information for a compliance review team to preliminarily determine the path.
- Completeness of documents directly affects the efficiency of testing scheme recommendations and platform review preparation.
- Existing reports should be checked for scope and any changes to avoid duplicate testing or missing updates.
- This article is for reference only and does not constitute a guarantee of platform acceptance.
What Documents Are Needed
When assessing the testing and certification path, a compliance review team may requests the following four categories of information from the company in order to evaluate the product category, target market, and applicable regulations and propose a scheme.
Company Information
Applicable scenario: For verifying the legal entity of the manufacturer, exporter, or brand owner, as well as existing qualifications (e.g., FDA registration number, ISO system certificates).
Common checklist: Business license or commercial registration, company name and address in both Chinese and English, contact person, existing system certification or registration numbers (if any).
Product Information
Applicable scenario: The compliance review team needs detailed product parameters to determine applicable regulations and standards.
Common checklist: Product name, model, description, bill of materials (BOM), product manual (including technical parameters), rated voltage/power, applicable age group (if toy or children’s product), country of origin, etc.
Example product: For electronic toys exported to the EU, the power source type, whether button cells are included, whether Bluetooth/WiFi functions are present, etc., need to be clarified; for children’s products for the U.S. market, the applicable age must be indicated and CPSC or applicable product safety authorities or market surveillance authorities regulatory requirements must be verified.
Label / Manual / Image Information
Scenario: Regulations and platform reviews often require examination of product labels and manual content.
Checklist: Product appearance photos (multiple angles), packaging images, actual label photos (including trademark, manufacturer information, warnings, certification marks such as CE/FCC), English user manual (if required).
Common missing issues: Missing warning statements or misleading information, label not showing country of origin, manual not in target market language.
How to Leverage Existing Reports
If the company already has test reports or compliance documents, it should provide the compliance review team with the report number, issuing body, standards covered, and validity period (if any). The compliance review team will assess reusability based on whether the product has changed and whether the report is still within scope.
Note: Even if a report has not expired, if the product structure, materials, or regulatory version has been updated, the existing report may not fully support the current compliance assessment. During platform review, the report content must match the actual product information.
Common Document Gaps
- Only product name provided without model or technical parameters, making it impossible to match a specific standard.
- Missing complete label information, making it impossible to determine whether CE/FCC markings are compliant.
- Existing report provided without report number or laboratory accreditation, making it difficult to verify coverage scope.
- Vague product description (e.g., “electronic toy”) without distinguishing subcategories such as learning toys or battery-powered ride-on toys.
Pre-Submission Checks
- Verify that the company name in the corporate documents matches the registration information.
- Ensure product information includes all functional descriptions to avoid missing key parameters.
- Check that labels and manuals are in the target market language (e.g., English, German).
- Organize existing reports by number, date, and standards covered, and indicate any exemptions.
- If platform rejection or review comments are available, providing screenshots can help the compliance review team tailor the solution.
Common Misconceptions
Misconception 1: Simply providing the product name is enough to directly determine the testing and certification path.
Correction: The testing and certification path requires a comprehensive evaluation combining specific product parameters, applicable regulations, market requirements, and platform rules. A product name alone cannot lead to an accurate determination.
Misconception 2: An existing CE self-declaration report can always be used for all platform reviews.
Correction: The validity of a self-declaration report is subject to product changes, regulatory updates, and platform requirements. It is recommended to reassess annually or after any product change.
Misconception 3: All products require a third-party laboratory report to achieve compliance.
Correction: Some products (e.g., low-risk toys or electronic devices) may allow manufacturers to issue a declaration of conformity based on applicable standards, but the final determination depends on regulatory and platform requirements.
Risk Notice
The document list and suggestions in this article are provided as a reference for document preparation and communication, and do not constitute final conclusions on regulatory compliance. Platform review results are subject to the platform’s own rules, actual product documents, and submitted content. Service providers cannot guarantee platform acceptance of specific documents. Article FAQ
Can a service provider directly determine which certifications are needed based solely on the product name?
No. A service provider needs to combine detailed information such as product instructions, technical parameters, target age group, power source, wireless functions, etc., and conduct a comprehensive assessment against the regulatory requirements of the target market and platform rules.
Can an existing test report be directly used for a new platform review?
Not necessarily. The usability of an existing report depends on the standards covered, the date of issue, whether the product has changed, and the acceptance rules of the target platform. It is recommended to provide the original report for the service provider to verify and consult the platform customer service for confirmation.
Will the lack of label images affect the determination of the testing path?
Yes. Label content includes manufacturer information, certification marks, warnings, etc. A lack of label images may prevent verification of key compliance elements. It is recommended to provide actual label photos or high-resolution images to improve the accuracy of the scheme.
